Framework of the Award |
A Competition of orchestral composition will take place each year in 2009, 2010, 2011 and 2012. Younger composers all over the world are urged to submit their newly created works to their preferred year competition.

Preliminary
Screening:
| The judge will screen the submitted scores and select a certain number of works to be performed.
|
| Final Selection:
| Those works selected after the preliminary screening will be performed at a concert given at the Tokyo Opera City Concert Hall : Takemitsu Memorial, and the award of the year will be decided by the judge following the performance.

Cash Award:
| Cash Award, the total sum of 3,000,000 Yen, each year.
*The judge may withhold or divide the prize.
*The composers whose works are selected to be performed at the final selection will be invited to attend the concert.

Any person, regardless of nationality, who is not more than 35 years old at the end of the year his /her application is made.

- Only one entry per person is accepted.
- Scores that have been published, performed in public concert or commercially recorded are not admissible.
- The name of composer should not appear on the submitted scores.
- Only the binfing scores are acceptable.
- Any alteration is not permitted after entry. However, a change may be requested when the judge or conductor determined the score includes the problem in term of practical performance.
- Written instructions, indications etc. must be in English, French, German, or Italian.
- No submitted scores will be returned.

The conductor and orchestra to perform the final selection each year are designated by Tokyo Opera City Cultural Foundation.

| [Selected composers] |

They will be invited to attend the concert offering the premiere of their works. The sponsor covers necessary expenses for them to travel to Tokyo and stay there, according to the following terms.
Overseas residents: A round trip air fare (economy class) to / fromTokyo, and transportation cost between airport and hotel, and room charges of a specified hotel for up to 5 nights.
Domestic residents: Transportation cost between the city of residence and Tokyo, and room charges of a specified hotel for up to 5 nights. |

They shall be responsible for submitting the sponsor, free of charge, with such materials, as their biographies, photos and program notes.
In addition, if requested, they shall participate in workshops and other events in connection with the performance of their works. |

| [Composer's right] |
Composers shall give permission to the Tokyo Opera City Cultural Foundation, without payment, to perform their work in the concert for the final selection and to repeat a performance, and to have them broadcast / telecast in any interested country within an eighteen month period of the first performance. Composers will guarantee in writing to any organization to whom they have entrusted licensing rights for their composition, that they grant the Tokyo Opera City Cultural Foundation the afore-mentioned performance and broadcast / telecast rights.

| [Performing materials] |
The performing materials of the selected scores will be prepared by and be afterwards kept in the custody of Tokyo Opera City Cultural Foundation.
In the case the materials for a selected score are made up by the composer's publisher, the Tokyo Opera City Cultural Foundation will be offered the use of such materials for performance, and a reasonable rental fee to be determined by mutual agreement.
